**Job Title**
Construction Operations Manager (Male/Female)
**Role Summary**
Lead the planning, execution, and delivery of municipal building rehabilitation, demolition, and new construction projects. Coordinate from feasibility through completion, ensuring legal, financial, and technical compliance while managing budgets, schedules, and stakeholder expectations.
**Expectations**
- Deliver projects on time, within scope, and within approved budgets.
- Maintain compliance with public procurement, construction, urbanism, fire safety, and ERP regulations.
- Provide clear reporting to the Building Service Manager and the city’s Director.
- Demonstrate proactive problem‑solving and continuous improvement of construction processes.
**Key Responsibilities**
1. Define project needs and develop work programs aligned with the multi‑annual investment plan.
2. Conduct pre‑operational studies: financial feasibility, schedule, technical, and organizational analyses.
3. Oversee bid analysis and tender preparation; collaborate with Method of Execution (MOE) teams for call‑off commissions.
4. Draft legal and financial documentation: specifications, consulting dossiers, and client contracts.
5. Monitor project budgets and financial tracking.
6. Organise and supervise design studies and technical reviews.
7. Provide operational status reports to senior management.
8. Inspect sites, ensuring work meets quality, safety, and contractual standards.
9. Coordinate all project stakeholders: safety officers, control offices, contract managers, diagnostics, soil studies, AMO, MOE, BET, and others.
**Required Skills**
- In‑depth knowledge of public procurement codes, construction regulations, fire protection, and ERP standards.
- Proficiency in all‑building construction practices: regulation, site supervision, and technical coordination.
- Strong project management, communication, and negotiation abilities.
- Capability to manage complex operations with multiple contractors and technical parties.
- Familiarity with budgeting and financial tracking tools.
- Full driving licence (B).
**Required Education & Certifications**
- Minimum level V qualification in civil engineering, architecture, construction economics, or public works (or equivalent).
- Professional experience in construction project management (minimum 2–3 years preferred).
- Certification as a public sector engineer (Category A) is advantageous.
