**Job Title:** Health IT Project Manager – IT Engineering Expert (F/M)
**Role Summary:**
Lead end‑to‑end delivery of complex, multi‑partner health IT projects within a national health research institute. Own specification, design, implementation, and user adoption of digital solutions, ensuring compliance with public procurement, data protection, and health data regulations.
**Expectations:**
- Manage projects initiated by the Information Systems Directorate (DSI) and SSDUN service at all stages.
- Translate business needs into detailed specifications and project plans.
- Deliver projects on time, within budget, and in line with national and EU standards.
- Provide regular progress reports to senior leadership and manage stakeholder expectations.
- Champion data governance, security, and regulatory compliance.
**Key Responsibilities:**
- Draft and negotiate requirements documents (cahiers des charges).
- Conduct market analysis and evaluate vendor proposals in line with public procurement rules.
- Plan and supervise project execution, coordinating cross‑functional teams and external suppliers.
- Oversee quality control, security, and compliance (RGPD, HDS, SNDS, RGS, ISO 9001/27001, ITIL).
- Manage budgets, invoicing, and contractual obligations.
- Facilitate user training and support for system adoption.
- Monitor project performance, identify risks, and implement corrective actions.
**Required Skills:**
- Proven experience managing large‑scale, multi‑partner health IT projects.
- Deep understanding of health information systems, medical data management, and FAIR data principles.
- Expertise in public procurement, contract negotiation, and supplier management.
- Strong knowledge of IT security, regulatory frameworks (RGPD, HDS, SNDS, RGS), and cloud technologies.
- Proficiency with project management tools (Microsoft Project, Gantt, Kanban, Orchestra).
- Budgeting, reporting, and financial oversight.
- Excellent written and verbal communication; facilitation and teaching abilities.
**Required Education & Certifications:**
- Degree (or equivalent) in Computer Science, Software Engineering, or Health Informatics.
- Professional certifications preferred: PMP, PRINCE2, ITIL Foundation, or equivalent.
