**Job Title:** Manager, Planning & Redevelopment
**Role Summary:**
Spearhead capital planning, master program and master plan development, and execution of all capital redevelopment projects to create safe, high‑quality care environments. Lead multidisciplinary teams, manage financials, and ensure projects meet scope, schedule, cost, safety, and quality targets while aligning with organizational strategy.
**Expectations:**
- Deliver capital projects on time, within budget, and to agreed quality standards.
- Provide strategic vision for facility planning, design, and operational excellence.
- Maintain robust project tracking, change management, and regular status reporting to senior leadership.
- Ensure compliance with Ministry of Health capital planning processes and health‑safety regulations.
**Key Responsibilities:**
- Develop and maintain the Quinte Health Master Program and Master Plan.
- Lead planning, functional programming, design standards (finishes, furniture, equipment), and space management.
- Manage capital proposal preparation and submission to OH & MOH.
- Direct project managers/coordinators on construction administration, commissioning, and risk management.
- Oversee budgeting, financial reporting, and cost control for redevelopment projects.
- Coordinate with clinicians, service providers, consultants, contractors, and vendors.
- Facilitate stakeholder communication and consensus‑building on project scope, cost, and schedule.
- Monitor health & safety, infection control, and risk mitigation throughout project lifecycle.
- Provide leadership and mentorship to internal and external project teams, including remote staff.
- Maintain and enforce facility standards and corporate policy alignment.
**Required Skills:**
- Healthcare facilities planning and capital redevelopment expertise.
- Project management proficiency (knowledge of PMBOK/PMI principles).
- Strong understanding of MoH Capital Branch Stage 5 planning process.
- Ability to develop functional requirements and translate them into tangible design standards.
- Team leadership, cross‑functional collaboration, and negotiation skills.
- Excellent verbal and written communication.
- Proficiency in change management, risk assessment, and quality assurance.
- Knowledge of health‑facility operations, space utilization, and workflow redesign.
**Required Education & Certifications:**
- Post‑secondary diploma/degree in design, planning, engineering, or related project‑management field; Bachelor’s degree preferred.
- Certifications such as PMP, LEED AP, or equivalent are advantageous but not mandatory.
