**Job Title:**
Senior Business Analyst – Corporate Transformation
**Role Summary:**
A 12‑month fixed‑term contract focused on leading a Business Analysis (BA) team within a local government transformation portfolio. The role blends hands‑on analysis expertise with strategic team leadership, to establish a Center of Excellence, standardise BA practices, and drive high‑impact delivery across the organization.
**Expectations:**
* Proven leadership of BA teams, preferably in public sector or complex environments.
* Demonstrated mastery of business analysis, benefits realisation, and gap analysis.
* Track record of driving change, improving team culture, introducing tools, and streamlining workflows.
* Deep understanding of local government processes, budget constraints, and stakeholder dynamics.
* Commitment to inclusivity, resident‑centred service design, and shared organisational values.
**Key Responsibilities:**
* Lead, coach, and mentor a team of BAs, managing performance and career development.
* Define and institutionalise a “Council Way” for BA – standards, templates, tools, and methodology.
* Act as the primary liaison for Delivery Managers, allocating BA resources to priority projects.
* Perform peer reviews, quality assurance, and oversight of requirements, process maps, and business cases.
* Collaborate with the Strategic Lead to ensure BA outputs align with the Corporate Transformation portfolio.
* Champion continuous improvement, knowledge sharing, and best‑practice adoption across teams.
**Required Skills:**
* Leadership & team management in analysis or consultancy settings.
* Advanced business analysis techniques (e.g., requirements elicitation, stakeholder analysis, process modelling).
* Benefits realisation, gap analysis, and business case development.
* Experience with BA tools (e.g., Visio, Miro, Power BI, JIRA).
* Strong communication, facilitation, and influencing abilities.
* Change management and cultural transformation expertise.
* Ability to navigate public‑sector governance, budgets, and procurement.
**Required Education & Certifications:**
* Bachelor’s degree in Business, Information Systems, Public Administration, or related field.
* Professional BA certification (e.g., CBAP, PMI‑PBA, or equivalent) preferred.
* Continuous professional development in public‑sector transformation is an advantage.
