Job Description: **Job Title**: Head of IT Infrastructure Services **Role Summary**: Lead and manage the Court’s IT Infrastructure (SysOps) team to design, implement, and maintain secure, high-performance on-premise and cloud-based IT systems. Ensure alignment with evolving user needs, technological advancements, and security standards. **Expectations**: Strategic direction of IT infrastructure; leadership of technical teams; oversight of system security, performance, and scalability; collaboration with internal/external stakeholders; budget and vendor management. **Key Responsibilities**: - Develop and execute IT infrastructure strategies (on-premise and cloud) ensuring system security, availability, and performance. - Manage 10+ staff and contractors, assigning roles, providing technical mentorship, and evaluating performance. - Oversee IT infrastructure projects, including timelines, budgets, and resource allocation. - Implement zero-trust security practices and ensure compliance with data integrity, backup, and disaster recovery protocols. - Negotiate vendor contracts, analyze tenders, and manage system lifecycle for hardware/software renewal. - Coordinate IT system interconnection with Council of Europe entities. **Required Skills**: - Leadership: Proven experience managing IT teams, technical coaching. - Technical expertise: Cloud/on-premise infrastructure, security (zero-trust model), system lifecycle management. - Strategic planning: Budgeting, project management, cross-team collaboration. - Vendor management: Contract negotiation, procurement, and technical specification development. - Data integrity: Backup/recovery protocols, system audits, security risk mitigation. **Required Education & Certifications**: - Bachelor’s degree or higher in Information Technology or related field. - Minimum 5 years’ experience leading IT infrastructure teams. - Proficiency in English and French (very good in one, good in the other).
