**Job title**
Data Analyst – Hybrid (6‑month contract)
**Role Summary**
Contract data analyst for Workers Compensation Board Manitoba (WCB) to support data‑driven initiatives involving data classification, encryption, and masking. Works hybrid on‑site and remotely, bridging regulatory compliance (privacy/security) with Microsoft SQL Server and Azure database engineering. Duration 6 months with possible extension.
**Expactations**
- Minimum 5 years of hands‑on SQL Server development and data profiling.
- Proven experience delivering projects under privacy regulations (FIPPA, PHIA, GDPR, CCPA, HIPAA).
- Ability to design and implement data classification, masking, and encryption at enterprise scale.
- Experience with Azure SQL Managed Instance, Azure Data Factory, and data‑governance tools (e.g., Azure Purview, Informatica).
- Strong documentation skills to produce audit‑ready artifacts.
- Familiarity with Prosci/ADKAR change‑management methodology.
- Excellent collaboration with DBAs, architects, legal/compliance teams in a unionized/ Crown corporation environment.
**Key Responsibilities**
- Act as liaison between compliance requirements and technical data implementation.
- Translate privacy and security policies into executable data‑analysis tasks and technical specifications.
- Perform hands‑on SQL analysis, write/optimize queries for profiling, validation, metadata extraction, and reporting.
- Conduct gap analysis of current data states versus regulatory expectations.
- Implement data classification, static/dynamic masking, and database encryption (TDE/Always Encrypted) across on‑prem SQL Server and Azure environments.
- Manage data movement using Azure Data Factory and monitor audit controls via Azure Monitor.
- Execute post‑encryption/masking QA to ensure application functionality remains intact.
- Produce and maintain audit‑ready documentation for all changes, peer‑reviews, and deployments.
- Collaborate with data architects, infrastructure SMEs, DBAs, and legal/compliance stakeholders.
- Participate in change‑management activities following Prosci/ADKAR guidelines.
**Required Skills**
- SQL Server (execution plans, sys.tables, sys.columns, performance tuning).
- Data profiling, metadata analysis, and data‑quality assessment.
- Regulatory experience: FIPPA, PHIA, GDPR, CCPA, HIPAA.
- Azure SQL Managed Instance, Azure Data Factory, Azure Purview (or similar classification tools).
- Data‑masking techniques: substitution, shuffling, blurring, nulling.
- Database encryption (TDE, Always Encrypted) and key‑management fundamentals.
- Backup/recovery strategies and disaster‑recovery considerations.
- Strong documentation and audit‑readiness focus.
- Interpersonal and teamwork skills; ability to work in a unionized environment.
- Basic knowledge of networking/infrastructure concepts and KMS.
- Change‑management familiarity (Prosci, ADKAR).
**Required Education & Certifications**
- Bachelor’s degree in Computer Science, Information Systems, Data Science, or related field (or equivalent professional experience).
- Preferred certifications: Microsoft Certified: Azure Data Engineer Associate, Microsoft Certified: Data Analyst Associate, Certified Information Privacy Professional (CIPP) or equivalent privacy/compliance credential.
