Job Title: Scrum Master / Agile Project Manager
Role Summary:
Contract Scrum Master for the Michigan Department of Health and Human Services Accounts Receivable and Collections (MDHHS ARC) Project. Coach enterprise‑level financial teams on Agile practices, facilitate ceremonies, remove impediments, and ensure continuous improvement within a cloud‑first, regulated environment.
Expactations:
- Guide and mentor multiple Agile teams or a scaled program.
- Shield teams from external distractions while maintaining focus on delivery commitments.
- Foster a culture of transparency, collaboration, and metrics‑based progress.
Key Responsibilities:
- Lead Sprint Planning, Daily Scrum, Refinement, Sprint Review, and Retrospective sessions.
- Coach Product Owners on backlog prioritization, story decomposition, estimation, and value alignment.
- Remove impediments, negotiate dependencies, and resolve cross‑functional conflicts.
- Maintain Agile tooling (Azure DevOps, Jira, Rally, etc.) and ensure accurate backlog grooming.
- Monitor and report on burn‑up, burn‑down, velocity, and other KPIs to stakeholders and executives.
- Collaborate with engineering, QA, product, architecture, compliance, and operations teams.
- Ensure adherence to secure development lifecycles, DevOps practices, and regulatory standards (PCI, SOC, FFIEC, CFPB).
- Support integration‑heavy, API‑driven, data‑centric systems.
- Facilitate technical discussions, backlog elaboration, and dependency alignment across multiple teams.
- Contribute to or establish Agile Centers of Excellence and process governance programs.
Required Skills:
- 7+ years as Scrum Master in Agile software development.
- Advanced knowledge of Scrum, Kanban, SAFe, Nexus, LeSS, or equivalent.
- Proven experience with enterprise‑level financial or debt‑management solutions.
- Strong understanding of SDLC, SADLC, and modern DevOps.
- Expert facilitation of Agile ceremonies and conflict resolution.
- Proficiency with Agile lifecycle tools (Azure DevOps, Jira, Rally, VersionOne).
- Ability to coach Product Owners and guide teams in continuous improvement.
- Familiarity with regulatory, privacy, and security requirements for financial services.
- Excellent stakeholder management and communication skills.
- Experience in fast‑paced, cloud‑first environments (Azure, AWS, or GCP).
Required Education & Certifications:
- High school diploma or equivalent required; bachelor’s degree in computer science, information technology, or related field preferred.
- Certifications: SAFe Scrum Master (SSM), SAFe Advanced Scrum Master (SASM), Certified ScrumMaster (CSM), Professional Scrum Master I/II (PSM I/II), or equivalent (ICP‑ACC).
