**Job Title**
Recruitment Specialist
**Role Summary**
Lead full‑cycle recruitment for a public‑sector organization, partnering with hiring managers to define staffing needs, source and evaluate candidates, manage interview and assessment processes, and oversee onboarding. Ensure adherence to all recruitment policies, legislative requirements, and service level agreements while using SuccessFactors ATS and supporting continuous improvement of talent acquisition practices.
**Expectations**
- Deliver high‑quality hires on time and within established SLAs.
- Maintain accurate, confidential candidate data and comply with AODA and other regulations.
- Act as a trusted advisor to hiring managers, providing market insights, training, and process guidance.
- Demonstrate continuous improvement through data‑driven reporting and process optimisation.
**Key Responsibilities**
- Partner with hiring managers to determine staffing models and develop proactive workforce‑planning strategies.
- Build and maintain talent pools for critical roles; utilize social media and LinkedIn to source active and passive candidates.
- Manage internal and external job postings, selecting appropriate formats, industry titles, and supporting imagery.
- Negotiate compensation and construct offers aligned with the organization’s value proposition.
- Guide hiring managers through interview design, candidate assessment, and reference checks; interpret assessment results.
- Ensure fair, equitable, and compliant recruitment practices, including adherence to policy, compensation, and equity guidelines.
- Coordinate with external agencies, executive search firms, and internal centers of expertise.
- Oversee onboarding compliance for full‑time and contract staff within SLA timelines.
- Coach and train hiring managers on recruitment processes, SuccessFactors usage, and best practices.
- Maintain Up‑to‑date records in SuccessFactors, track recruitment metrics (time‑to‑fill, ratio, etc.), and produce regular reports.
- Support data integrity, confidentiality, and audit readiness.
**Required Skills**
- Minimum 3 years of progressive recruitment experience in municipal or similar public sectors.
- Proficiency with SuccessFactors ATS and Microsoft Office suite.
- Strong analytical, organizational, and project‑management capabilities.
- Excellent written and verbal communication, with the ability to interpret legislation, regulations, and policies.
- Interpersonal, presentation, and training skills; adept at stakeholder management and collaboration across internal and external groups.
**Required Education & Certifications**
- Bachelor’s degree in Human Resources, Business, Social Sciences, or related field.
- Certified Human Resources Professional (CHRP) – preferred.
- Registered Professional Recruiter (RPR) – asset.
