**Job Title:** Chief Data Officer **Role Summary:** Lead the development and execution of the organization’s enterprise data and artificial intelligence strategy, ensuring ethical, reliable, and transformative use of data as a strategic asset. Oversee data architecture, governance, and analytical capabilities across the enterprise while driving innovation and managing a high‑performing data and AI team. Reports directly to the Chief Information Officer. **Expectations:** - Deliver a clear, enterprise‑wide data vision that aligns with organizational goals and government standards. - Build and maintain a scalable data platform (data lake, warehouse, pipelines) supporting advanced analytics and AI. - Uphold data quality, security, and ethical standards through robust governance frameworks. - Foster a culture of data‑driven decision making, promoting analytics insights across all functions. - Actively explore and evaluate emerging data and AI technologies for continuous improvement. - Represent the organization on external AI and data initiatives, and collaborate with industry partners. **Key Responsibilities:** 1. Define and implement enterprise data and AI strategies, policies, and solution roadmaps. 2. Guide senior technical leaders in designing, deploying, and evolving data and AI ecosystems. 3. Lead architecture and infrastructure design, ensuring interoperability, scalability, and resilience. 4. Establish and enforce data governance, lifecycle management, quality, and security practices. 5. Promote data literacy and analytics adoption to enhance program delivery and service innovation. 6. Drive innovation through exploration of emerging technologies and partner ecosystems. 7. Build and manage a high‑performance data and AI team, including staffing, budget, and professional development. 8. Represent the organization in government‑wide data initiatives and external partner collaborations. **Required Skills:** - Strategic leadership in data and AI domains. - Expertise in data architecture, lake/warehouse design, data pipelines, and cloud platforms. - Strong understanding of data governance, quality, security, and ethical AI frameworks. - Proven ability to manage cross‑functional teams and large-scale technology projects. - Exceptional communication and stakeholder engagement skills. - Bilingual proficiency (English/French) with a requirement to demonstrate competency; ability to develop language skills within two years if unilingual. **Required Education & Certifications:** - Bachelor’s degree in Information Management, Computer Science, Data Science, or a related field (minimum). - Relevant certifications (e.g., Certified Data Management Professional, Cloud Architecture, AI) preferred but not mandatory.
