**Job Title:** Technical Requirements Analyst / Proxy Product Owner
**Role Summary:**
Bridge business objectives with technical execution by translating complex business requirements into actionable technical specifications. Act as the proxy product owner, ensuring Agile teams have clear direction, priorities, and approvals during sprint ceremonies. Manage product roadmaps, backlogs, and stakeholder communication to deliver high‑quality, technically feasible solutions.
**Expectations:**
- Hold an active Secret clearance.
- Demonstrated experience as a product owner in tech‑centric organizations, managing large, complex product portfolios.
- Proven ability to lead multi‑disciplinary teams in fast‑paced, cloud‑based environments (AWS, GCP, Azure).
- Strong analytical, data‑driven decision making with the ability to mediate technical trade‑offs.
- Excellent communication, negotiation, and influencing skills across engineering, design, QA, and business stakeholders.
**Key Responsibilities:**
1. Develop and maintain the technical roadmap aligned with business strategy and market trends.
2. Translate business requirements into user stories, acceptance criteria, and detailed technical specs.
3. Prioritize and manage the product backlog, balancing short‑term deliverables with long‑term goals.
4. Serve as proxy product owner during sprint ceremonies—sprint planning, reviews, retrospectives—providing clarification and approvals.
5. Partner with engineering, design, QA, and operations to remove blockers, ensure technical feasibility, and deliver quality releases.
6. Conduct gap analyses and data‑driven performance monitoring to refine product features and processes.
7. Communicate progress, risks, and technical trade‑offs to non‑technical stakeholders and maintain alignment across teams.
8. Oversee product launch activities, coordinate release plans, and capture user feedback for continuous improvement.
**Required Skills:**
- Agile methodologies (Scrum/Kanban) and tools (Jira, Trello, Azure DevOps).
- Strong technical background in software development, infrastructure, and UX design principles.
- Cloud platform experience (AWS, GCP, Azure).
- Ability to document, refine, and prioritize technical requirements.
- Mediation and consensus‑building among engineering, product, and business groups.
- Independent work style with effective multi‑priority management.
**Required Education & Certifications:**
- Bachelor’s degree in Computer Science, Engineering, or related field (advanced degree preferred).
- Active Secret Clearance (must be maintained).
