**Role Summary**
Lead the national people strategy for the Economic and Cyber Crime Headquarters, delivering a sustainable workforce model that supports future recruiting, retention, and capability development across economic, fraud, and cyber crime policing.
**Expectations**
- Deliver a comprehensive workforce strategy that aligns with operational priorities and national policing objectives.
- Build and maintain trust‑based relationships with internal, law‑enforcement, government, and private‑sector stakeholders.
- Manage programme governance, budget, contracts, and commercial arrangements.
- Provide strategic influence to senior leaders, including Chief Officers and external partners.
**Key Responsibilities**
1. Shape and implement the workforce strategy for economic and cyber policing, integrating national priorities and emerging threats.
2. Oversee specific workstreams: Direct Entry Detectives for Economic Crime, Financial Intelligence Officer student placements, and volunteer programmes.
3. Chair governance boards, hold workstream leads accountable, and ensure project dependencies are managed.
4. Directly manage programme budget, contracts, and commercial arrangements.
5. Engage senior leaders and partners across policing, government, and the private sector to secure support and resources.
6. Lead the Economic and Cyber Crime Academy (ECCA) and the Association of Economic Crime Professionals (AECP), focusing on career pathways and up‑skilling (e.g., AI).
**Required Skills**
- **Policing expertise**: deep knowledge of economic, fraud, and cyber crime landscape in the UK.
- **Strategic communication**: advanced verbal and written communication, with experience influencing senior leaders.
- **Stakeholder & partnership management**: proven ability to build and nurture professional relationships across diverse sectors.
- **Project & programme governance**: experience managing multi‑disciplinary boards, budgets, and contracts.
- **Analytical & problem‑solving**: capacity to identify innovative solutions to complex workforce challenges.
- **Leadership & negotiation**: strong leadership presence and negotiation skills with a record of achieving outcomes.
**Required Education & Certifications**
- Eligible for MV/SC national security vetting.
- Minimum of a bachelor’s degree in Criminal Justice, Business, Public Administration, Computer Science, or a related discipline.
- Preferable additional certifications in leadership, HR, or policing strategy (e.g., CIPD, Chartered Institute of Personnel Development).
