**Job Title**
Program Project Manager
**Role Summary**
Spearheads the planning, execution, and closeout of substation, transmission line, and telecommunications construction projects. Manages a portfolio of 5‑20 concurrent projects ranging from $100 k to $50 M+, coordinating cross‑functional teams to meet schedule, budget, and regulatory requirements.
**Expectations**
* Deliver multiple construction projects on time, within scope, and on budget.
* Maintain accurate cost forecasting (estimates‑at‑completion) and financial controls.
* Provide clear, timely status reports and presentations to senior/client leadership.
* Ensure compliance with client approval gates, federal/state filings, and industry standards.
**Key Responsibilities**
1. Lead cross‑functional project teams through inception, design, construction, and closeout phases.
2. Manage schedule adherence, risk mitigation, and identify dependencies in outage/ construction sequencing.
3. Oversee financial performance: cost forecasts, change requests, and liaison with accounting.
4. Coordinate craft labor and vendor resources for construction, testing, and field activities.
5. Conduct regular project updates, status meetings, and client presentations.
6. Develop multi‑year capital expenditure plans and analyze portfolio synergies.
7. Perform site walk‑downs, outage sequence development, and constructability reviews.
8. Create engineering‑caliber drawings, baseline scopes, schedules, and budgets.
9. Interface with project sponsors, stakeholders, and regulatory bodies.
10. Provide analytics, reports, and dashboards to track project execution.
**Required Skills**
- 7+ years construction project management (aviation, energy, government, oil & gas, transportation, water, etc.).
- Proficiency in Microsoft Office (Word, Excel, Outlook, PowerPoint, Access).
- Experience with document control, scheduling, cost control, and project management software (e.g., Primavera, MS Project, Procore).
- Strong oral and written communication, stakeholder management, and presentation skills.
- Analytical, problem‑solving, and detail‐oriented mindset.
- Ability to multitask under fast‑paced, volume‑heavy environments.
- Basic understanding of Generally Accepted Accounting Principles (GAAP).
- Valid driver’s license (required for on‑site travel).
**Required Education & Certifications**
- Bachelor’s degree in Construction, Construction Management, Engineering, or a related field; alternatively, equivalent experience may substitute the degree.
- PMP, CAPM, or similar project management certification is preferred but not mandatory.
