Job Description
**Job Title** CAPEX Manager – Pharmaceuticals **Role Summary** Senior leader responsible for managing the entire capital expenditure portfolio at a regulated pharmaceutical manufacturing site. Drives project governance, financial control, and cross‑functional alignment from concept through to completion, ensuring delivery of projects ranging from small upgrades to multi‑million‑pound investments. **Expectations** - Direct influence on the site’s capital strategy and master planning. - Deliver projects on schedule, within budget and in compliance with regulatory and internal standards. - Provide transparent portfolio reporting, risk assessment and decision‑making support to senior leadership. **Key Responsibilities** 1. Own and maintain the site‑wide CAPEX portfolio, including master plans, cost tracking and timelines. 2. Lead capital projects from concept, through engineering, procurement, validation, finance and external contracting, to handover. 3. Establish and enforce robust CAPEX governance frameworks aligned with corporate and regulatory requirements. 4. Ensure all projects comply with internal CAPEX policies, safety standards and regulatory expectations. 5. Provide portfolio updates, risk assessments and progress reporting to senior leadership and steering groups. 6. Maintain strong financial control: budgeting, forecasting, cost management and variance analysis. 7. Act as liaison between project engineering and site functions to align schedules, resources and decisions. 8. Support process engineering initiatives, including complex system integrations within a regulated environment. 9. Maintain and update site engineering and CAPEX tracking systems. 10. Develop and distribute project tools, templates and best‑practice guidance. **Required Skills** - Proven experience delivering multiple CAPEX projects valued £1 m+ in a regulated manufacturing environment. - Full‑cycle project management expertise (planning, execution, control, close‑out). - Strong technical background in process or engineering disciplines. - Leadership, communication and stakeholder management capabilities. - Excellent planning, cost control, budgeting and organisational skills. - Comfortable working cross‑functionally with Procurement, Legal, Validation, Engineering and site leadership. - Ability to translate complex technical requirements into clear, actionable plans. **Required Education & Certifications** - Degree in an engineering‑related field (Mechanical, Electrical, Chemical, Process). - IOSH or NEBOSH safety certification. - Experience in pharmaceutical or bioprocessing or a similarly regulated manufacturing environment (CIP or comparable process engineering projects preferred).
