Job Description
**Job Title:** Information Systems Director **Role Summary** Lead strategic IT planning and governance for a consortium of 18 communes and four intercommunal entities. Oversee IT infrastructure modernization, cybersecurity, risk management, and alignment with public sector policies. Drive digital transformation initiatives while managing cross-departmental collaboration. **Expectations** Develop and implement IT strategies, ensure regulatory compliance, and manage budgets for infrastructure and projects. Support organizational change management, public procurement compliance, and sustainable development goals. **Key Responsibilities** - Formulate IT strategy, assess technological needs, and validate system evolution. - Manage cybersecurity, risk analysis, and implementation of security protocols. - Govern IT services, evaluate third-party vendor performance, and enforce quality standards. - Coordinate cross-functional projects, including public policy integration and digital transformation. - Promote technical best practices, oversee IT governance frameworks, and maintain compliance with public sector regulations. - Manage human resources, administrative processes, and workplace safety protocols for IT operations. **Required Skills** - Master’s degree in computer science, information systems, or equivalent. - Proven expertise in IT architecture, cybersecurity, and public sector IT operations. - Strong understanding of public procurement laws, IT governance standards, and risk management frameworks. - Proficiency in strategic planning, project management, and cross-departmental collaboration. - Familiarity with AI development trends and sustainability integration in IT practices. - Leadership capacity for managing technical and non-technical teams, with emphasis on communication, problem-solving, and organizational agility. **Required Education & Certifications** Bachelor’s degree in computer science or related field (Master’s preferred); mandatory for bac +5 equivalent. Professional certifications in cybersecurity (e.g., CISSP) or public procurement compliance recommended. Relevant project management certifications (PMP, PRINCE2) advantageous.
