Job title: Business Analyst 3 Role Summary: Gather, document, and validate business requirements for State of Michigan projects, acting as Scrum Master in Azure DevOps environments, and coordinating across PMO, technical teams, and stakeholders to ensure clear, testable deliverables. Expectations: Demonstrate 3+ years as a Business Analyst, familiar with Agile Scrum, and proficient in Azure DevOps (or similar). Strong stakeholder facilitation, backlog management, and systemic analysis to support build-versus-buy decisions and data governance. Key Responsibilities: • Document clear, unambiguous, testable business requirements in standard templates, aligning with DTMB and MDOS policies. • Facilitate requirement‑gathering meetings, identify impacted processes, and capture project business requirements. • Maintain and prioritize Agile project backlog, collaborating with the product owner to meet the schedule. • Monitor scope and adhere to objectives, documenting changes and impacts. • Incorporate information governance and data‑requirements considerations. • Resolve critical IT issues relevant to the Business Analyst role. • Provide analysis for build‑vs‑buy decisions and assess benefits of scope changes. • Deliver system engineering methodology (SEM) outputs and obtain approvals. • Collaborate with UI/UX architects, DBAs, developers, QA testers to ensure functional understanding and scalability of solutions.
