Job Description
Job Title: Senior Business Analyst Role Summary: Strategic analyst responsible for shaping the ministry’s digital future. Leads business process analysis, technology planning, and full‐cycle IT project management to enhance program quality and align with government priorities. Expectations: - Deliver expert business analysis, systems design, and technology planning for ministry‑wide initiatives. - Guide policy, standards, and documentation development to support IT governance. - Represent the ministry in cross‑government IT projects and committees. - Mentor and coach project teams, ensuring successful delivery of complex initiatives. Key Responsibilities: - Conduct requirement gathering, needs assessments, and process mapping for new and existing systems. - Analyze business processes and application systems to identify risks, gaps, and improvement opportunities. - Manage IT projects from planning through implementation, including design, testing, and evaluation. - Develop and maintain business data models, system documentation, and training materials. - Provide technical support, troubleshoot issues, and advise clients on system usage and business cases. - Lead long‑term business systems planning, aligning IT strategy with enterprise best practices. - Represent the organization on inter‑agency committees and collaborative projects. - Coach and lead project team members, fostering communication, problem‑solving, and performance. Required Skills: - Advanced business analysis: requirement gathering, process mapping, risk analysis. - Project management expertise, including lifecycle management and stakeholder coordination. - System design and documentation capabilities. - Proficiency with SharePoint Online, Dynamics 365, ServiceNow, and Azure DevOps (preferred). - Strong interpersonal and communication skills for engaging non‑technical leaders. - Leadership, coaching, and team coordination abilities. - Knowledge of enterprise IT governance, standards, and best practices. Required Education & Certifications: - Bachelor’s degree in Business Administration, Commerce, Computer Science, or related field. - Minimum 3 years of senior business analyst or project management experience. - Preferred certifications: CBAP, PMP, or equivalent business analysis/project management credentials. - Equivalency between education and experience may be considered.
