Reena is a non-profit organization that promotes dignity, individuality, independence, personal growth and community inclusion for people with diverse abilities within a framework of Jewish culture and values.

Reena was established in 1973 by parents of children with developmental disabilities as a practical alternative to institutions. In 1977, Reena began receiving funding from the Ontario Ministry of Community and Social Services and since that time has grown to provide support for hundreds of individuals with developmental disabilities and their families. Reena offers a variety of services including: residential support, respite programs, counselling, therapy and advocacy.

Reena supports people from all denominations. As a faith based community agency, Reena understands the importance of supporting people on their spiritual journey.

Over the years, Reena has gained a reputation as a leader in innovation and as the go-to agency for quality training. Reena offers over 30 training courses, events and seminars to ensure that individuals with developmental disabilities receive quality care.

Job Description
Job Title: Interim Director, Community Health Center Implementation (11‑Month Contract) Role Summary: Lead the planning, launch, and operational stabilization of a new Community Health Center, translating strategic priorities into actionable operational plans. Oversee cross‑functional teams, ensure regulatory compliance, manage workforce and financial planning, guide EMR and digital health integration, and establish partnership and referral pathways. Expactations: * Achieve full operational readiness within the contract term. * Ensure timely delivery of policies, procedures, and quality systems. * Secure Ontario Health funding compliance and fulfill report requirements. * Deliver a functioning EMR and digital health platform that supports patient flow and data analytics. * Build strong stakeholder relationships and represent the Center in advisory forums. * Advise on and implement sustainable financial and operational models. * Achieve a successful opening with a safe, compliant, and community‑aligned service delivery model. Key Responsibilities: 1. Executive leadership during planning, launch, and stabilization. 2. Translate strategy into work breakdowns, timelines, and deliverables. 3. Coordinate with internal teams and external partners. 4. Plan and validate clinic workflows (intake, triage, referral, discharge). 5. Develop emergency and incident response procedures. 6. Create policies and procedures; ensure PHIPA and privacy compliance. 7. Establish quality, safety, risk, incident, and complaint management processes. 8. Develop staffing models, support recruitment, onboarding, and training. 9. Manage workforce planning, supervision frameworks, and escalation structures. 10. Engage Ontario Health, negotiate contracts, and prepare MSAA documentation. 11. Oversee budget development, financial risk mitigation, and operating model sustainability. 12. Guide EMR selection, implementation, workflow integration, and change management. 13. Build referral pathways and integrate service partners. 14. Support performance measurement, early data collection, and continuous improvement. 15. Represent the Center on the Advisory Committee and in system‑wide integration forums. Required Skills: * Senior leadership and stakeholder management. * Strategic planning, project management, and execution. * Operational readiness and workflow design. * Policy development, regulatory compliance (PHIPA, privacy). * Workforce planning, recruitment, onboarding, and training. * Financial budgeting, risk mitigation, and sustainable models. * Digital health and EMR implementation. * Data analysis, performance measurement, and reporting. * Strong communication and partnership building. * Problem‑solving and change management. Required Education & Certifications: * Bachelor’s degree in Health Administration, Public Health, Business Management, or related field (Master’s preferred). * Professional certification in project management (PMP, PRINCE2, or equivalent) highly desirable. * Knowledge of Ontario Health regulations and community health center standards.
