**Job Title**
Program Executive – Cloud Sovereignty & European Strategic Initiatives (F/H)
**Role Summary**
Lead and deliver a €40 M, 3‑year cloud sovereignty program, aligning technology roadmaps with EU initiatives (France 2030, IPCEI, Horizon Europe). Oversee strategy, financial compliance, stakeholder governance, and industrial impact to achieve European goals of performance, independence, interoperability, and sustainability.
**Expectations**
* Deliver the program on time, within budget and quality standards.
* Secure and manage public and institutional funding.
* Maintain transparent governance and clear communication with national and EU bodies.
* Drive cross‑functional teams toward measurable outcomes and stakeholder satisfaction.
**Key Responsibilities**
1. Define and steer the product/technology roadmap, prioritizing resources for European projects.
2. Build and maintain consortium governance, coordinating industry and academia partners.
3. Ensure financial compliance: eligibility of expenditures, audit readiness, budget performance.
4. Represent the program to national agencies (DGE, Bpifrance) and EU institutions.
5. Monitor KPIs, risk and issue management, and report progress to executive leadership.
6. Facilitate knowledge exchange and best‑practice adoption across the consortium.
**Required Skills**
* 10+ years managing complex technology programs > €20 M, with multi‑partner and institutional governance.
* Deep knowledge of IaaS/PaaS, virtualization, cybersecurity, and data infrastructure.
* Expertise in EU funding schemes (France 2030, Bpifrance, Commission Europe, Horizon Europe).
* Program‑management disciplines: MSP®, PgMP®, PRINCE2®, SAFe LPM.
* Proficiency in MS Project, Power BI, Jira, Confluence.
* Strong financial acumen, stakeholder communication, cross‑functional leadership, and results orientation.
* Languages: English (C1 mandatory), German (B1 advantageous).
**Required Education & Certifications**
* Master’s degree (Bac+5) or equivalent from a recognized engineering or technical school.
* Program‑management certifications: MSP®, PgMP®, PRINCE2®, SAFe LPM.
