Programme Commercial Manager
Hybrid: London or York
Overview:
The Programme Commercial Manager is responsible for the strategic leadership and oversight of all Commercial, Procurement, Finance, and Investment activities within the Programme. This includes defining and implementing commercial strategies, managing work packages, and ensuring robust financial and contractual governance.
Candidates should have relevant rail industry experience within the last 3-4 years.
Key accountabilities:
Lead all commercial management activities across the Programme.
Agree contract and delivery strategies with the Programme Director to ensure timely and efficient implementation.
Develop and implement effective commercial and procurement strategies, including work packaging, cost control, and supplier engagement.
Ensure compliance with procurement legislation and internal governance requirements.
Oversee contract performance and manage the resolution of commercial or legal disputes.
Ensure financial and commercial reports are accurate, transparent, and timely.
Monitor and investigate financial variances, providing mitigation plans as required.
Implement and monitor control and assurance processes across the Programme.
Coordinate estimating and risk management support for Programme activities.
Key criteria:
Strong knowledge of railway industry conditions of contract.
Proven experience as a senior commercial leader and negotiator.
Demonstrated experience in resolving construction contract disputes and robust post-contract management.
Expertise in railway commercial contract management and estimating.
Proven ability to build strong internal and external partnerships across functions and organisational boundaries.
Demonstrated experience in coaching and developing team capability.
