Reporting to the Division Chief, Technology, the District Chief of the Service Delivery and Planning Section oversees the efficient delivery of IT services supported by the TFS Technology Division, ensuring alignment with organizational objectives and compliance with industry and cybersecurity standards.
Major Responsibilities
The primary functions associated with this position included, but are not limited to, the following:
Staff and Team Management
Supervises, motivates and trains assigned staff, ensuring effective teamwork, knowledge sharing, high standards of work quality, continuous learning and innovative thinking.
Supervises the day-to-day operation of assigned staff, including setting priorities, scheduling, assigning tasks and reviewing work.
Administers staff schedules, authorizes and coordinates vacation and overtime requests.
Technical Leadership
Keeps abreast of new technology trends and evolving business requirements; seeks opportunities for improving effectiveness or maintenance efficiency of supported solutions.
Liaises with City of Toronto Technology Services Division, the Office of CISO, and Toronto Fire Service internal stakeholders when planning and delivering service outcomes.
Leads assigned projects using project management, business analysis, application development, and change management best practices.
Ensure solution requirements and supported systems are consistent and compliant with legislated and corporate standards associated with information management, privacy, and cybersecurity.
Maintains and ensures regular testing of business continuity and disaster recovery plans for supported systems
Process Administration
Maintains forward-looking application and system roadmap to track lifecycle of all IT services supported by TFS Technology Division, which takes into account evolving business needs, industry trends and standards, data and system integration, and compliance to CISO or Council directed mandates.
Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
Provides input and support in the preparation of various formal contractual documents such as Request for Information/Proposal/Quotation (RFI/P/Q), Statement of Work (SOW), and Service Legal Agreements (SLA).
Ensures effective record keeping associated with the development, implementation, support, maintenance and updates of the supported system.
Reports on the performance and status of technology systems and projects.

Minimum Qualifications
Must possess:
Post-secondary degree or diploma in Computer Science, Software Engineering, Information Technology, Cybersecurity or equivalent.
Extensive Experience In Information And Operational Technology, Including
implementing and managing service delivery of critical infrastructure environments requiring high-availability and geo-redundant platforms, within a highly complex technology support environment.
implementing business continuity, disaster recovery and incident response plans.
involvement with cybersecurity assessments and implementation of compliance programs.
implementing or using practices from the Information Technology Service Management (ITSM) or Information Technology Infrastructure Library (ITIL) frameworks.
Possess at least one IT Management certification, such as ITIL, CRSC, CISM, MCSE, NCSP, or PMP.
A current and valid Ontario Class "G" Driver's License minimum.
Must Also Have
Knowledge of current communication protocols, network equipment, and system architecture frameworks.
Outstanding verbal and written communication skills.
Extensive knowledge of Microsoft Office products to create reports, spreadsheets, and presentations (e.g. Word, Excel, PowerPoint)
Ability to foster teamwork and to establish an environment which promotes excellence.
Excellent customer service, conflict resolution, interpersonal and negotiation skills with the ability to establish effective working relationships with employees, management, both internal and external stakeholders and clients.
