We are seeking an Expert ICT Architect (Freelance) for a 13-month project in Brussels with our client in the public sector. This is a freelance opportunity for a true builder ready to architect the next generation of cloud solutions in a high-impact, mission-driven environment.

Our client is transforming its digital backbone, moving all custom applications to the Azure Cloud and building a robust, future-proof architecture. As the Expert ICT Architect, you will be pivotal in shaping this transformation, ensuring the architecture is secure, scalable, and compliant with NIS 2 and GDPR. Your work will directly impact the efficiency, security, and innovation capacity of a major public sector organization.
What You’ll Be Doing
Design and develop a robust, scalable cloud architecture for all custom applications on Azure Cloud
Collaborate closely with the project leader, technical lead, and ICT service center to align architecture with business and regulatory requirements
Ensure all solutions are NIS 2 and GDPR compliant
Drive the adoption of cloud-native development as the standard for the organization
Model and document architectures using Archimate, TOGAF, UML, and Sparx EA
Champion DevSecOps methodologies, integrating security and compliance into every stage of the development lifecycle
Advise on and implement Zero Trust security models
Lead architectural decisions across infrastructure, application, security, data, and process domains
Engage in project management activities: cost estimation, planning, coordination, and timing
Mentor and guide teams, fostering a culture of innovation and ownership
Communicate complex technical concepts to both technical and non-technical stakeholders
What We’re Looking For
Minimum 8 years of demonstrable experience as a specialist architect in at least one domain (networking, security, server infrastructure, application architecture, ERP, ECM platforms, Data Warehouse/BI) or as an Enterprise Architect (certification preferred)
Proven expertise in Azure Cloud, including Azure AKS/ACI, OIDC/OAuth2, Application Architecture, and Azure DevOps
Mastery of modeling techniques: Archimate, TOGAF, UML, Sparx EA
Strong knowledge of LinQ (to SQL, to XML, to Objects)
Deep understanding of DevSecOps methodologies, processes, and tools
Expertise in Zero Trust security models
Conceptual and architectural thinking at an expert level
Higher education (Master’s or Bachelor’s) in a technical/engineering or business economics field, or equivalent through experience
At least 8 years of experience in business management applied to ICT
Demonstrable experience as a Scrum Master (preferred)
Strong communication, teamwork, and project-oriented skills
Ability to abstract and analyze complex systems
Proven knowledge of business engineering, able to propose solutions at the intersection of business and technology
Experience working with or for the Flemish government is a plus
Knowledge of Flemish government business processes (or willingness to acquire after onboarding) is a plus
Language Proficiency
Dutch at European CEFR level C2 (mandatory)
