Senior Enterprise Architect & Program Manager (Freelance) – 11 Months – Brussels, Belgium

We are seeking a Senior Enterprise Architect & Program Manager (Freelance) for an 11-month mission with our client, a public sector organization in Brussels. This is a high-impact, builder-first opportunity to architect transformation, drive strategic programs, and elevate organizational maturity. As Senior Enterprise Architect & Program Manager, you will bridge long-term vision with short-term delivery, ensuring that architecture, governance, and execution are seamlessly aligned. What You’ll Be Doing
Define, evaluate, and implement enterprise architecture supporting long-term strategy
Establish and manage a roadmap of strategic projects, including dependencies, priorities, and resource planning
Coach and transfer knowledge to internal teams, raising maturity in enterprise/business architecture, business analysis, and project/portfolio management
Advise executive leadership on strategic decisions and guide the organization through change
Set up pragmatic, lightweight governance tailored to a small, agile organization
Ensure roadmap coherence, quality assurance, and hands-on delivery without bureaucracy
Align with ICT architects and business stakeholders to ensure consistency across application, data, and technical architecture
Monitor dependencies, risks, and budgets across multiple projects
Build organizational buy-in and foster a culture of continuous improvement
Implement governance processes and quality standards, enabling conscious trade-offs when needed
Report progress, risks, and strategic decisions to management
Coordinate with external partners and vendors, ensuring contractual and technical alignment
What We’re Looking For
Minimum 15 years of relevant experience in enterprise architecture and program management
At least 8 years as an Enterprise Architect or Program Manager in complex organizations (public sector or regulated environments preferred)
Deep expertise in architecture principles and frameworks (TOGAF or equivalent)
Proven experience defining reference models and governance frameworks
Minimum 10 years leading multi-project programs with dependencies
Experience with methodologies such as PRINCE2 and Agile
Minimum 10 years guiding organizations through complex transformations, with a strong coaching and change management track record
Strong analytical, communication, and stakeholder management skills, including advising senior leadership
Master’s degree (preferably in Computer Science, Engineering, Business, or equivalent)
Relevant certifications such as TOGAF
Technical Skills & Knowledge
Extensive collaboration with ICT departments (minimum 10 years)
Core ICT concepts and lifecycle understanding
SDLC and DevOps practices
Non-functional requirements: performance, availability, security, privacy
Cloud patterns: IaaS, PaaS, SaaS
API architecture and integration patterns: synchronous, asynchronous, event-driven, messaging
Data lifecycles, data quality, and data warehousing
Experience with high-level sizing, scenario analysis, complexity drivers, dependencies, and critical path analysis
Proven ability to translate ideas into MVPs/MMFs with realistic effort and timeline estimates
Understanding of change and release management policies
Language Proficiency
Fluent in Dutch, French, and English (spoken and written)
