Job Description
**Job Title** Project Management Consultant – Capacity Building **Role Summary** Lead, implement, and evaluate capacity‑building initiatives for the refrigeration and cooling sector across international member countries. Coordinate planning, budgeting, stakeholder engagement, and knowledge transfer to strengthen institutional and technical capabilities, especially in emerging economies. **Expectations** - Deliver all capacity‑building projects on schedule, within scope, and aligned with IIR strategic goals. - Produce clear, data‑driven reports for internal review and external donors. - Build sustainable relationships with national ministries, NGOs, industry, and partners. **Key Responsibilities** - Develop comprehensive project plans, workstreams, budgets, and monitoring frameworks for capacity‑building programs. - Design and deliver tailored training (online and in‑person), technical webinars, and mentoring schemes for professionals, policymakers, and institutions. - Facilitate workshops, knowledge‑exchange sessions, and policy support activities to promote best practices in sustainable cooling technologies. - Build and maintain stakeholder relationships with regional and national institutions, industry players, and NGOs. - Represent IIR in technical working groups, international forums, and regional meetings. - Create and maintain metrics, tools, and case studies to evaluate program impact. - Prepare donor reports, partnership proposals, and partnership‑development documentation. **Required Skills** - Advanced project planning, coordination, budgeting, and reporting. - Expertise in adult learning methodologies, training evaluation, and stakeholder facilitation. - Strong written and verbal communication in English; proficiency in French is advantageous. - Proficiency with standard project management software and digital collaboration platforms. - Intercultural communication and relationship‑building capabilities. **Required Education & Certifications** - Master’s degree or higher in Project Management, International Development, Environmental Engineering, Energy Policy, or a related discipline. - Minimum 5 years’ professional experience in project management, preferably within international organizations or sustainable development initiatives. - Proven track record in designing and delivering capacity‑building or technical cooperation programs. ---
