Position title: 205-WCB-26-004 - Delphi Technical Consultant Developer

12 month contract

Working Status: Hybrid – (25% to 50% on Site) - The deployed resource shall be required to work onsite for a minimum of two (2) weeks before a remote work option may be considered.

Location: WCB's office facilities in Winnipeg, Manitoba

Preferred Start date: March 2, 2026

Hours: 36.25 hours per week

Background

The WCB has several legacy applications using the Delphi (Embarcadero) development platform. Some of the applications were built prior to 1994. The WCB Delphi applications like Claims Intake System (CIS) and Wage loss are critical for WCB business functions, and continue to deliver successful services to WCB customers.

The Delphi Technical Consultant will be responsible for providing support services for the WCB portfolio of Delphi (Embarcadero) applications including but not limited to:

In-depth functional analysis;
Business and technical level documentation of the current complex application logic;
Assist with development of strategic Delphi applications upgrade plan;
Provide technical support for required application changes as needed and for new business/legal requirements;
Upgrade and deployment of Delphi applications as required;
Production support for Delphi applications or defect resolution following enhancements;
Develop, maintain, and support Crystal Reports; and
Develop, maintain, and support batch programs and schedules.

Minimum Relevant Experience:

Bachelor’s degree in Computer Science, Information Technology, Business Administration or equivalent experience paired with seven (7) years of experience in Information Technology;
Must have at least four (4) years of experience developing or maintaining client/server applications using Delphi (Embarcadero) and experience and knowledge of existing WCB Delphi applications;
Expertise in supporting and upgrading Delphi applications at the technical and business level;
Exceptional ability to analyze complex business logic independently;
Experience engaging with business and technical staff to determine functional requirements and creating documentation for effective decision making at the leadership level;
Exceptional interpersonal, teamwork, facilitation and negotiation skills;
Exceptional critical thinking, analytical and problem solving skills; and
Exceptional and demonstrated written and verbal communication skills in English are required as this position will be working with end users.

Minimum Required Skills:

Experience migrating applications to Microsoft SQL Server (Database conversion); and
Excellent time management skills and able to handle multiple priorities.

Preferred Skills:

Experience with developing, maintaining, and supporting Java programs;
Experience with requirements management tools (i.e. Confluence, Jira, BitBucket etc.);
Experience with team collaboration tools (i.e. Confluence, Jira, SharePoint, Cisco Jabber, Slack etc.); and
Experience with wire framing/sketching tools (i.e. Miro, MS Visio, InVision, etc.).
