Job Summary

The Safety Health Environment and Fire (SHEF) Officer is responsible to the Head of Establishment (HoE) for the management of SHEF within the East region.

The key deliverables are H&S with a focus on; legionella, asbestos, gas management and fire for which the HoE has delegated responsibility.

The SHEF Officer will work closely with the Industry Partner (IP), contractors and external stakeholders such as regulatory auditors.

The SHEF Officer will at times will be expected to support the regional Logistic Support Officers (LSO) as required.

The expectation is that the SHEF Officer will travel around the region visiting sites as defined by the HoE that will require overnight stays, a Driving Licence is therefore essential due to the remote locations of the Training Estate.

This role does not have Line Management responsibilities.

Candidates should have the ability to assimilate latest information quickly and be a good communicator both written and orally.

Candidates should be computer literate with sound planning and organisational skills and knowledge of Office 365, with the ability to prioritise evolving workloads and have experience of working in a Health and Safety background.

Candidates would benefit from enjoying working in an ever-changing environment and relish the challenge to respond quickly to emerging issues.

This position is advertised at 37 hours per week.

Support others in delivery of departmental goals.
Manage compliance within Regional Standing Orders and National legislation's.
Lead on all external Regulatory Audits within the East Region.

Regional Lead for Health & Safety on behalf of HoE

Management of the regional 4C Processes
Support the 4Cs Appointed Persons at site level
Lead on all SHEF related risk assessment
Lead on all COSHH related activities for Defence Training Estate and support Supplier as required
Lead for Accident and Incident Investigation within region
Lead on Hazardous Area Registers support for Appointed Person (AP) and Supplier
Support the Force Health protection within region
Create annual FHP Inspection Programme
Tracking and updating CAR Reporting System from the (Force Health Protection) FHP Audit
Monitor remedial and corrective actions and reporting such as (Army Reporting management System) ARMs 2
Responsible for updating compliance issues onto OSCAR (internal system)
Support HOE in managing the Environmental Management System
Appointed Person for all first aid related issues
HoE’s lead for H&S Meetings
Track all occurrences within area of responsibility using ‘My safety’
Identify SHEF trends and report any required improvements.
Lead on assisting SHEF investigations and audits.

Regional Lead for Fire Safety on behalf of HoE

Support the HoE and Establishment Fire Focal Point (EFFPs) with Fire Safety Management, Audits and Manage the Fire Risk Assessment (FRA) Action Plan

Regional Lead for Asbestos Management on behalf of HoE

Support the HoE with Asbestos Management Plans in collaboration with IP

Regional lead for Legionella Management on behalf of HoE

Support the HoE with Legionella Management Plans in collaboration with IP

Regional Lead for Gas Management on behalf of HoE

Support the HoE with Gas Management Plans in collaboration with Industry Partner.

Other Duties:
